I feel that Canada's Prime minister, Mr.
Jean Chretien, and Foreign Affairs Minister, Mr. Lloyed
Axworthy , have ignored this child's rights.
They have known for years that the oil for food program
has been totally inadequate.
They are still under the mistaken impression that it
is a humanitarian gesture to allow a country to sell
it's own resources to buy food and medicines.
In Iraq, streets run with untreated sewage, and water-treatment
facilities lie in ruin. Hospitals try to function without
medicine, without electricity and without equipment.
And the food-for-oil program, hampered by Iraq's limited
ability to produce oil for sale, enables Iraq to spend
only a few cents per person each day on food, far below
even the barest minimum needed to survive
